This year’s theme aspires to shed light on breaking global divide through bringing participants’ focus into the concept of paradigm shifts in both education and governance. The paradigm shifts in education led to a technological world bringing the classroom to homes; bridging gaps and distances among schools and learners; embracing diversities and transforming learning into an autonomous and more collaboration-oriented experience. The conference also seeks to look into the Changing Governance Paradigm. A change of the paradigm in governance aids transparency, genuine democracy, and uplifts Gender and Development; therefore, ensure equity, equality, safety, and protection of the people, economic independence, freedom of expression, and excellent sense of moral obligation.

Refunds and Cancellations
Registration cancellations and amendments must be made in writing either by mail, fax or email to academics@strobertsgroup.com. There will be 50% cancellation fee charged for cancellations received in writing prior 7 June 2019 (for presenters) and 30 June 2019 (for non-presenters). After this date there will be no refunds made; however, substitute participants will be accepted. All amendments and participants' substitutions will incur an additional 15 USD administrative charge.

Accepted submissions will be presented either in oral or poster formats. Conference facilities, including personal computers, projectors, Smart Board and high speed broadband internet access will be provided to the presenters.
ICCE 2019 Proceedings
The conference proceedings for ICCE 2019 will be published online on the conference web site. Presenters vying for conference proceedings inclusion, please email your full article to the editor-in-chief at saintrobertsicce@gmail.com before the deadline.
Full Paper Submission Process
If your abstract is accepted for oral presentation, you are eligible and encouraged to submit a full paper for the inclusion in the ICCE 2019 Conference Proceedings. The ICCE 2019 Conference Proceedings uses double-blind peer review, which means that both the reviewer and author identities are concealed from the reviewers, and vice versa, throughout the review process. In order to facilitate this, the editorial board and staff of ICCE 2019 Conference Proceedings need to ensure that the manuscripts are prepared in a way that does not give away identity of the author. Submitted paper will not be automatically accepted for the ICCE 2019 proceedings. All submitted papers will be rigorously reviewed by academic reviewers who assure that papers meet the high academic standards of peer reviewed conference proceedings.
The full article should be submitted in Word (NOT PDF) to saintrobertsicce@gmail.com. Please ensure that your paper is ready to go to press by the submission deadline. Ways to Present
Type 1: Oral Presentation (20 minutes followed by a 5-minute Q and A session)
The standard format for presentation. Oral presentations are twenty minutes in length.
Type 2: Poster Presentation
Poster presentations allow presenters to reach a large audience and engage interested participants directly. These sessions give participants a chance to network with other delegates who may be interested in similar research or other disciplines.
Type 3: Micro-teaching Presentation
Micro-teaching session allows teachers and lecturers to present their contemporary teaching techniques in order to share its effectiveness and get constructive feedback from their peers.
